Landfill Management and Administrative Staff
 

Landfill Manager, Deborah Barton

Deborah was hired in July 1999 and is responsible for overall management of the landfill and solid waste issues for the county. She has maintained her Manager of Landfill Operations certification-management since May 1993. She serves as the secretary for the Rocky Mountain Chapter of the Solid Waste Association of North America (SWANA) and will be serving as a faculty member for the landfill management training course for the United States and Canada. She also serves on the board of directors for the local Four Corners Character Council.  In her spare time, she serves as a Boy Scout Merit Badge Counselor for citizenship, environmental, personal management and emergency preparedness badges.

 

Operations Manager (Foreman), Tim Bates

Tim began at the landfill in August 2002 as the foreman. He is in charge of the maintenance and operations of the facility and equipment. His Manager of Landfill Operations certification was elevated to the management level in September 2008.  He is currently studying to obtain a Compost Operations Certification. He also holds a current 40 hour Hazwoper certification.  He serves as the Vice-president for the Four Corners Recycling Initiative which is an outgrowth of a grassroots movement involving various private and public entities in the region.  He is an avid sportsman and is very active in the local chapter of the National Turkey Federation.  In Ms. Barton's absence, he is the designated acting manager.

 
Office Manager, Ashley Hamilton

Ashley began with the landfill in June 2008 as the Saturday scale attendant and was promoted to the office manager position in October 2008.  She works the scale Monday-Friday and is responsible for directing traffic on and off site.  In addition, she is responsible for the landfill accounts management and office management.  Ashley moved to the Cortez area to raise Morgan and Quarter horses.  She is an active participant in Rodeo activities including competing in the Ute Mountain Rodeo Queen competition in June 2009, being selected as the Queen’s attendant.

 

 

Landfill Operating Personnel

 
Frank Ballard, Assistant Foreman

Frank began working with the landfill in May 2004 as a summer seasonal hire, converting to a full time permanent operator position in August 2004. Mr. Ballard has experience operating and maintaining various heavy operating equipment. In December 2005, Mr. Ballard received his Manager of Landfill Operations (MOLO) certification – technician level from the Solid Waste Association of North America (SWANA) and in October he received certification for Management of Transfer Station Operations (MOTSO).  In January 2008 he was promoted to the position of assistant foreman/lead operator.

 
Keith Kartchner

 Keith first began working with the landfill in November 2002 during the construction of Cell 2A as a laborer and converted to a full time equipment operator in the baling and landfill operations. Mr. Kartchner has extensive experience in operating heavy mining equipment, equipment maintenance, and land disposal operations.  Recently he began learning computer and scale operations.

 

 

Mike Jenkins

Mike began working with the landfill in December 2003 as an equipment operator. Mr. Jenkins is known for his work on several ranches in the area as well as being a hunting guide.  Like Tim Bates, Mr. Jenkins is an avid sportsman and works with the local National Turkey Wildlife Federation Chapter.  He also works with horses.

 
Shak Powers

Shak began working with the landfill in June 2007 as a summer seasonal hire, converting to a full time permanent operator position in January 2008.  He has experience in driving various vehicles.  He is also taking college classes with a goal of becoming a teacher.  Prior to January 2008, he was known to many of the area students as a school bus driver.

 

 

Part-Time Staff

 
Kim Vicente

Kim is the scale operator on Saturdays. She began working in April 2010.  She is responsible for directing traffic on/off site and maintaining the Saturday operating records as well as being a backup scale operator for holidays.  

 
 
We work with the Colorado Workforce Center to provide operating experience for individuals on governmental work assistance.  We also work with the Useful Public Service (UPS) program administered by the Montezuma County Sheriff's Office.
